Hangzhou expands instant tax refunds for foreign shoppers

Foreign tourists in Hangzhou can now enjoy the convenience of instant tax refunds without leaving the store, as China rolls out its instant tax refund policy nationwide.

Announced by the State Taxation Administration on April 8, the new policy allows overseas visitors to receive immediate RMB refunds at eligible stores after making qualifying purchases and completing a credit card pre-authorization. Previously trialed in cities like Hangzhou, the system has now been standardized and promoted nationwide.

Shops like Wensli Silk Store and Hangzhou Tower are among the city's first to implement the policy. At Wensli, purchases over 500 yuan ($68) are eligible, with silk scarves proving especially popular among foreign shoppers. "The instant refund is very convenient and encourages people to spend more," said store manager Mao.

Hangzhou Tower's tax refund center also reports a strong uptick in tourist spending since launching the service. Refundable items include clothing and cosmetics, with rates ranging from 8 percent to 11 percent.

While some stores have paused the service temporarily, others such as Yintai in77 are still operating under the traditional airport refund model, pending a full rollout.

As the policy gains traction, Hangzhou retailers anticipate a boost in international consumption and a more seamless shopping experience for global visitors.
