Hangzhou, capital of East China's Zhejiang province, recently rolled out an urban plan to implement the national goal of peaking carbon dioxide emissions by 2030 and achieving carbon neutrality by 2060.

The plan states that Hangzhou will work to coordinate urban development, energy security, low-carbon transformation, and people's livelihoods.

It also states that the low-carbon transformation of the urban governance system is of top priority and that a comprehensive urban planning system, governance model and resource utilization model in line with the national goal should be established.

The plan also states that green development plans will be carried out in relation to industry, energy, transportation, infrastructure, agriculture and rural areas, and people's livelihoods.

For example, eco-friendly ways of living will be promoted by setting up green schools, business complexes, families, residential communities and government departments. Green and low-carbon products will also help people achieve green lifestyles.

The plan also states that the capacity to build ecological carbon sinks will be supported by exploring new possibilities to exploit forestry and wetland resources.
