Hangzhou launched a global youth talent community in Xiaoshan district, as well as four overseas branch communities in Sydney, London, Toronto, and Seattle on March 27, local media outlets reported.

The communities will roll out comprehensive and targeted services, including talent evaluation, preferential policies, internships, start-up financing, one-on-one tutorial partnerships, as well as employment and entrepreneurship platforms.

For example, the global talent service center, which is located on the first floor of the community, will help talents with 59 administrative affairs, including high-end talent recognition, tax registration, and talent residence permits.

As one of the most dynamic and innovative cities in China, Hangzhou has put forward several preferential policies in recent years to attract talent, such as a guideline of 37 measures to improve the working and entrepreneurial environment for talents, as well as a three-year plan for college graduates to start up their businesses in Hangzhou.

Statistics show that Hangzhou surpassed Shenzhen for the first time in its population increase of 554,000 in 2019. The city brought in 436,000 college graduates that were aged under 35 years old in 2020, increasing 106 percent year-on-year. It has maintained its top spot in China in terms of net talent inflow, especially in the internet industry, for three consecutive years. It was also ranked one of the 10 most attractive Chinese cities for foreigners for 10 consecutive years.
