The Hangzhou municipal government recently rolled out basic requirements to abide by during its 14th Five-Year Plan for local economic and social development.

Its top priority is to strengthen Party leadership by stepping up institution building across the board, improving scientific decision-making and promoting an efficient implementation system.

Hangzhou always puts the people first, according to the government, which proclaimed itself to be a government of the people, by the people, and for the people.

It will emphasize integrated development across the region so as to coordinate urban-rural development, deepen integration of daily life, production and the environment, and continue to open up.

Hangzhou is focusing on digital development and leading a new round of scientific and technological reform and industrial transformation.

Hangzhou regards reform and innovation as crucial to its development and will strive to bring out the creativity of its people and the market in an effort to make the "Made in Hangzhou" brand more widely known to the outside world.
