Talent identification standards trigger heated discussion

Li Qingheng, a post-90s courier, has been rated as a Hangzhou high-level talent, triggering heated discussion on the standards for identifying talents in Hangzhou.

Hangzhou leads the nation in identifying and classifying talents by using evaluations of enterprises and society as indicators. A total of 17,613 high-level skilled workers have been identified in the city thus far. Hangzhou has led the nation in terms of its net inflow of talents for many years.

Talent identification is a response to development needs.

Hangzhou has been striving to become an ideal destination for talents such as Li.

"The fundamental focus of our talent policy is to provide sufficient human resources for urban development," said Chen Jian, deputy director of the talent office of the municipal Party committee. 

Hangzhou classifies those who have made great contributions to society as talents, so as to showcase their enthusiasm for their work and promote economic development.

Talent identification standards encourage people to make contributions in different fields.

The first catalogue of high-level talent clearly divides talents into five levels: domestic and foreign top talents, national leading talents, provincial leading talents, municipal leading talents, and senior talents, which are respectively referred to as A, B, C, D, and E.

Domestic and foreign awards, as well as evaluations of enterprises and social behavior, are now used as criteria for identifying talents. This is meant to show respect for all kinds of talents and encourage them to make contributions to their respective fields.

Talent identification policy ensures high quality development.

Among the 17,613 high-level skilled workers identified in Hangzhou, 62.22 percent are science and technology professionals, 21.2 percent are education and health personnel, and more than 5 percent are skilled personnel such as couriers. The total number of skilled workers in Hangzhou has now reached 2.767 million. Each talent has their own talent code, which gives them certain benefits in terms of medical treatment, transportation, housing, and more.

The talent code now has more than 10,000 users and has been widely praised.
