As of 6:00 on July 8, the total annual rainfall in Hangzhou had reached 710 mm, 2.8 times more than in previous years and causing the water level of the Xinanjiang Reservoir to continue rising.
After Hangzhou launched its first-level emergency response for flood control, the municipal government issued a notice calling on Party members to lead the fight against flooding. Upon receiving the notice, Party members began to take action against the floods.
A flood defense line has been formed by more than 100,000 Party members.
Party members from all districts and counties, including Chun'an, Jiande, Tonglu, and Fuyang have set up emergency inspection systems, carried out overnight inspections, organized transfer and preparation supplies, and worked to strengthen flood control and disaster relief.
Through the efforts of more than 10,000 Party members and 2,600 patrol teams in Chunan county, more than 5,000 people from 2,580 households have been successfully evacuated. At first, villagers living at the foot of Tongjun Mountain in Tonglu county were reluctant to leave, but at the insistence of Party members, rescue teams, and police, the villagers were eventually evacuated.
As of 16:00 on July 9, more than 64,000 people in Hangzhou had been relocated.
On the morning of July 7, with the water levels of Xinan River rising, surrounding communities were at risk of flooding. A team of sixty people composed of urban management and veterans fought for more than seven hours to build a city flood control dam with a height of more than 1 meter and a length of more than 50 meters.
Another team composed of township and village cadres completed dredging work on more than 1,000 meters of road and houses at risk of flooding in only two hours. Party members in other areas were also on standby in case of flood-related emergencies.
As of 17:00 on July 9, 963 disaster shelters and resettlement sites had been established in Hangzhou, providing basic living security for victims. A total of 913 safety hazards have been resolved and 322 possible disaster scenarios have been avoided.
