Luo Weihong, a deputy at the 13th National People's Congress, has called for upgrading of the credit system in the Yangtze River Delta region.

According to Luo, who is from Hangzhou, East China's Zhejiang province, the credit system has been applied in government and markets since it was approved by the national development and reform commission in 2016.

For the financial credit sector alone, the system has collected information of 155 million individuals and 3.15 million companies, attracting an average monthly query of over 11.5 million.

However, there are still problems with the system, such as a lack of unified standards and supervision.

Luo proposed establishing unified standards for information cataloging, rewards and penalties, and white and black lists for key industries such as public services, food and drug safety, urban management, regional tourism and intellectual property rights.

She also suggested taking advantage of the region's expertise in information technologies to set up a regional big data innovation center as a third-party custodian agency to collect, manage and apply credit information in various areas.

In addition, Luo proposed having an "urban brain" in the region, referring to the digital-driven governance method that has been adopted by Hangzhou. The "brain" currently consists of 48 mobile apps and can further boost the region's digital economy, which has accounted for 28 percent of the nation's total, surpassing the 14 percent of the Pearl River Delta region and the 11 percent of the Beijing-Tianjin-Hebei region.
