Shangcheng district, Hangzhou will intensify efforts to develop itself into an international and modern district, according to the government report released at the fourth session of the 15th People's Congress of Shangcheng district on Jan 18.
The report says that the district aims to achieve a 5 percent growth rate in gross regional product, 7.5 percent in the service industry, 10 percent in fixed asset investment, 8 percent in the retail sales of consumer goods, and 5 percent in public budget revenue in 2020.
It also states that the district will focus on five major issues in 2020.
First, it will strive to optimize its business environment, promote high-quality development, encourage innovation-oriented transformation, and press ahead with reforms in a number of fields.
The report specifies that the district will provide strong support for private companies and will work to solve financial difficulties faced by small and medium-sized private companies.
Second, the district will continue working to improve social governance. The report says that Shangcheng will press ahead with "At Most One Visit" reforms, helping residents reduce visits to local authorities when handling registration issues.
The report also mentions that the district will adopt digital technology to make social governance more intelligent.
Third, it will focus on preserving traditional Chinese culture and promoting the development of the cultural sector.
The report also says that the local government will preserve and renovate a number of cultural relic sites.
Fourth, the district will work to improve the environment in urban areas, accelerate the development of "future communities", and renovate 22 old residential communities.
Last but not the least, it will work to improve people's living standards. According to the report, the district will introduce six new schools in 2020.
