Hangzhou looks to become national talent hub

Hangzhou, capital of East China's Zhejiang province, recently laid out 37 policies designed to help build the city into a national talent hub, local media reported on Aug 27.
The policies focus on high-caliber talent cultivation, institutional reform, global talent recruitment, and encouraging talents to work in districts and counties (cities) west of Hangzhou.
The city is expected to cultivate more than 100 leading talents in digital economy, over 50 innovative and entrepreneurial teams, and 10,000 "digital craftsmen" by 2022.
To spur the vitality of technological innovation, Hangzhou will reward enterprises whose innovative achievements have been recognized at the national or provincial level.
Graduates with bachelor's, master's or doctoral degrees who work in Hangzhou after graduation will be entitled to receive living allowances. Postdoctoral fellows who work in Hangzhou will be granted a subsidy of 400,000 yuan ($55,840).
"I hope these policies will attract talents like Hangzhou has never seen," said an official from the local government.
It is estimated that by 2022, the city's talent pool will increase from 2.42 million at the end of last year to more than 3 million.
